Usually not — use the same rule ER doctors use (RICE it: rest, ice, compression, elevation).
You need an X-ray if there's pain when pressing the back of either ankle bone, or if you can't walk 4 steps (even with a limp). If both of those are clear, no X-ray needed — that's the actual rule.
